Because most bras labeled "small" are just a D-cup pattern shrunk down — same deep, wide shape, so the top edge still has nowhere to sit. Ours is engineered for a small chest from the start and capped at a C on purpose. The cup is built around you, not adapted down to you. That's why the edge sits flush.
